I had a valid work permit with two years canadian visa on my passport after 7 months of working i returned for 2 months to spent little time with my parents in india. my mother was sad and missing me alot she torn off my passport as she wanted me to stay here.later on she regreted. i went to high commission next day to know the process to get a visa.they did not give me any information on window and permited me for an instant interview with an officer. officer asked me who torn that, i was afraid that my mother could be in trouble so i did not disclose her name and i lied and the visa officer but he came to know that i have lied and he has rejected my visa and told me that i am not admissable in canada for 10 years.he did not give me anything in writting.
what is the way to get visa on my new passport ?

You can write a letter to the high commission, tell them the truth and tell them that you lied because you were afraid that your mother would get in trouble. Maybe they will see pity on you and give you another visa. If they support the decision of the visa officer, then there is not much you can do. Does your employer want you back? If you are doing the kind of job that the employer actually cares if you come back, you can ask the employer if he can go talk to his MP to ask them to put a bit of pressure on immigration to let you back. In the future, do not let your mother near your important documents.

Visa officers are human too, they can have a bad day, sometimes they might make mistakes. Sometimes decisions are overturned. In your case, they might stand behind the visa officer and say no or they might say that he was too harsh and reverse his decision. You will never know if you don't try.

I have now seen that you have another thread about the same where you say that you had already appealed this to the visa office and the visa officer stamped all the pages of your passport with "not valid for travel to Canada". Since you already tried to appeal to the visa office, I suggest you not to try that again. Instead, write your whole story of your dealings with the visa officer and send it to your employer. Same if you have any friends or family in Canada, send it to them. Ask them to take it to their MP's and ask if they can enquire into your case. Maybe it will not do a thing but again, never know if you don't try.

MP's have more weight with immigration than regular people. If your employers MP agrees that they have been unfair to you and phones immigration and asks them to take another look at your case, it is a lot more likely that they will tell the visa office to take another look than if you or your employer were to contact them directly.
