License/ certifications for work permit holders

Work permit mentions-
UNLESS AUTHORIZED, PROHIBITED FROM ATTENDING ANY EDUCATIONAL INSTITUTION, OR TAKING
ANY ACADEMIC, PROFESSIONAL OR VOCATIONAL TRAINING COURSE but can we still get licenses and certifications say any license in regards to insurance if the timeframe to acquire them is less than 6 months?

What program and DLI? Says you cannot.

Call IRCC but your permit states you cannot and would be under professional training, I assume.
