LIC Training VS Re-Testing

Hello,
My friend would like to hire a live-in caregiver from the Philippines. She has completed a Caregiver Course in 2002 and has indicated that she took a Re-Test (TEDSA) a few months ago and that this is sufficient to get approved. We are unsure as the requirements state completion of a course or 1 year experience within the last 3 years. Does anyone know?

She needs to have completed six months of full time training in the last 3 years. A re-test isn't enough.
