According to http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp, one must provide the following:
* a reference or experience letter from the employer, which
*
* should be an official document printed on company letterhead (must include the applicant's name, the company's contact information [address, telephone number and email address], and the name, title and signature of the immediate supervisor or personnel officer at the company),
* should indicate all positions held while employed at the company and must include the following details: job title, duties and responsibilities, job status (if current job), dates worked for the company, number of work hours per week and annual salary plus benefits;
1) So, such letter can only be signed by the personnel office, while the head's signature is not required?

2) The letter can be in another language, but then it needs to be translated by a certified translator, right..?

3) What do I do if the company I was with is shutting down? They are in the process of liquidation; they kindly consented to provide the confirmation letter, but should CIC try and check the company in a couple of months, they probably won't be there. Should I delete this experience since it might pose a validation problem? It's not primary experience.

Is there anything else one can enclose to prove one's foreign experience?

It can be signed by the supervisor, HR or any authorized signatory in the organization.

Supporting documents are not mandatory (or even required if the reference letters provide all required information) but they can include pay stubs, job offer letters, experience letters, exit letters, client recommendations letters, performance appraisal letters, salary revision letters, tax assessment forms, tax submission forms, bank statements showing salary credits etc.

Ok :)
the letters can be issued in another language and then translated, can't they?
what if the company is dissolving on me? should I get the letter all the same? or is it better to delete this experience since it might pose a validation problem?

They can be translated so that's not a problem provided you get it from an authorized translator (inside Canada) or a notarized translation (outside Canada).

You can choose to omit some work experience from your Work history section if you don't need/can't get additional points based on that experience.
