Does the Letter of Work Experience must be addressed to CIC or my employer can put down: To Whom It May Concern? If it must be addressed to CIC, does it have to be addressed to the local CIC where my application is or is there a General CIC address?

The letter should addressed to no one if you doesn't want to disclose this to your employer, it should just say "To whom it may Concern" - as everyone else said here, there is no need to address this to CIC.
