Letter of recommendation help!

Hi, I will be very thankful if someone help me regarding LOR's for admission.

Please help me to decide that to which professor should I ask for LOR.

One professor is ready to write strongest LOR for me but he is not a PhD ( doing Ph D) and had shifted to another University after my graduation. ( I asked admission office they don't have issue with shifting of university)

Other Professor is ready to write 70-80% strong LOR and he is also PhD and is currently in my university.

*Rank of both professors is Assistant Professor!

hi,

If you are providing the LOR online, then you can give the details of your professor even if he is working in a different institution.
And its preferred to give details of people with a PhD, but its not a limitation. If they can provide a strong and genuine recommendation, it will always work.
By the way, which university you are applying and which course?
