Letter of Invitation - permanent stay

So a little background first... My mother is trying to come back to Canada and stay with us permanently. She had PR status but left Canada for 10 yrs+ only coming back for short visits and now her PR status has been revoked. She was staying with us in Canada while going through the appeal process with her getting denied and having to leave the country again. Now we are applying for a Super Visa and I'm trying to write a letter of Invitation...I have seen many samples and have read a lot of the threads regarding this but I feel our situation is a little unique. I understand that the SV is good for 10 yrs with review every 2. Most of the sample letters I've seen are for visits, whether it be for 8 months, 8 weeks or 8 days. My mother does not plan on leaving Canada as she will be living with us permanently. Is this something I should put in the letter? Or do I state the max 2 yrs and keep renewing?? Any help or suggestions would be sooo greatly appreciated.

Your situation is also an effort to break the law!

She can't live with you permanently on a super visa. She will, if it's approved, have to apply for an extension every 2 years, if CBSA gives her that long a visit. CBSA will determines at entry how long she can stay and IRCC will determine if she can stay longer than whatever period CBSA has given her. Expect that at some point in time they will deny her an extension if it looks like she is living here and she will be asked to leave.

Agreed with the above. The super visa does not allow your mother to move to Canada permanently. If CIC determines that's what she is planning on doing - you can expect the visa to be refused.

Your letter should not make any reference to her moving to Canada permanently. There's nothing unique about her situation - she's still only allowed to visit Canada under a super visa. She should ensure she provides proof along with the application of strong ties to her home country (e.g. property ownership, assets, etc.) to demonstrate she has no plans on remaining in Canada long term.

If you wish her to live in Canada permanently, you'll need to sponsor her for PR and she'll need to wait until her PR visa is approved before she moves here.

Did she already renounce her PR status, or she never just met the residency obligation?

Looks like she failed to meet RO, was reported, appealed and lost. I would say her PR was revoked by IRCC based on the information supplied.
