is there a specific format when writing a letter of explanation?
For example : should I start with dear .... Or to whom it may concern or should I deal with it as if it was a formal letter to cic

There is no formal letter format for LOE. You can make it the usual pattern that you normally do your official letters. It can start with a Dear and can be addressed as Dear Officer (as the assumption is one of the Immigration officer would be handling your file). It really does not matter how the structure of the letter is, wat really matters is whether you are able to convey the message that you are intending to.

The format should not matter. I have attached one letter of explanation in plain text informing CIC that I don't have my high school diploma and transcript.
