letter of explanation LOE for reapplication

my application has been cancelled earlier this month due to incompletion (as suggested by the CIC). i've uploaded a CSE (with the document they said was not included, not the same as in 2.) and am awaiting result thereof.

in the meantime, i'm also creating a new profile. i have linked this new profile to the older one using UCI and EE profile number. This time to be better prepared, i'm asking questions first.

1. in the initial application, i had changed my NOC code- in the new profile, i'm using the 'changed' codes. will i have to include an explanation as to the change or at this point it's implied?

2. last time i had not included an FBI PCC, which i'm applying for now. I'm reading on this forum that you can still apply and provide an explanation that you've applied for it using the courier receipt, etc. will that suffice (the credit card deduction may take a while as i'm told).

1 - Implied if that was the reason for your rejection.

2 - If your ITA is about to expire you can submit your eAPR with proof that you applied for the PCC and ask for an extension to submit it.

i need to clarify both your points:
1. i wasn't rejected. they didn't even process the application saying that it's not complete. i am getting a refund of the entire amount, not just the RPR.
2. the file was cancelled out and my profile has to be built from scratch. the old ITA is no longer valid. while i have submitted a CSE, i don't know if they will accept.

a reiteration of my question thus:
some points from my last application were written in LoE. for instance, why i changed the NOC code. obviously in the new application i'm going to choose the correct code. since i am mentioning details of the last application, but choosing the correct code this time, do i need to write another LoE explaining why it's different from the last ITA?

If it was actually the mistake on your part (failing to include a document) then forget about having your application reopened.

No need to write a LOE regarding the NOC code.

Regarding the PCC I believe you're planning to submit your eAPR as soon as you get another ITA, do your research and be careful with this.

to be fair, i did hire a lawyer to help. he just didn't point out the missing document. i might as well have not submitted the application at all. i think i'm covered on all other points though.
