I want to invite my father to visit me in Canada, I believe we need to attach letter of declaration from my side with visitor visa file, does that needs to be notarized? Does anyone knows the format?

What is a "letter of declaration"?

Check your local embassy/VAC to see if it needs to be notarized. This varies by office.

Just to add to Jalex23's reply....

Notarization is not required for India applications.

Also, as your mom has a history of returning after very short visits/overstaying/ordered to leave Canada, this could negatively impact your dad's TRV application.

You may want to consider not applying for your dad so quickly after your mom was ordered to leave Canada + when he applies, he must prove he has very strong ties to return to India + he must prove that your mom will not be accompanying him even though she has a valid TRV
