Legal documentation proving guardianship is missing

Hello people,
Need an advice here. Applied for my son's citizenship last week and it was returned to me as an Incomplete Application for the following reason:

THE PHOTOCOPY OF LEGAL DOCUMENTATION PROVING LEGAL GUARDIANSHIP IS MISSING. SEE SECTION "STEP 1 - GATHER DOCUMENTS" IN THE INSTRUCTION GUIDE.

Not quite sure what they mean since I had attached a translated and notarized copy of the birth certificate to prove that I am a parent, and NOT a guardian. My wife has kept her last name, but my son has mine. I called in to clarify what they meant and IO just told to write them a letter, but I don't feel like taking chances.
Any tips, suggestions or advices would be greatly appreciated....

Attach the following:
Your marriage certificate
Birth Certificate
all pages of passport: Yours, your wife's and your Kid's.
Record from school: letter confirming enrollment; progress reports
Provincial health card
Permanent residence card
and a letter explaining that you are parents

Follow this rule:
When questioned about anything send proof by busload and if bus is not available then send by a full shipping container. ;D

Have you checked the application again (Item 4 : Person applying is a parent or Guardian: must have checked Parent)
