For Immigration you are supposed to inform the Visa Office immediately regarding any change in the status. FBI Clearance can be obtained while you are not in US as well. Not an issue. Your DMP is going to be other than US, though you can do medicals anywhere, but, I am not sure how you will explain not taking meds in US.
If your country doesnt allow Passport to be couriered, then it will again be a problem....
You should have gone with informing the VO and changing it to your place of residence.

Now a days the Process is pretty quick. No need to fixate on one Visa Office. Better to make your home country and where you will be residing as Primary Visa Office for processing. Its always better to be safe than later running into complications. If you later change the Visa Office, after leaving US, that will cause unnecessary delays.
