Hi, i hope you can help. I applied for a new residency card as mine expired in February and the application was sent back to me as my photographs were not the right size. Staples gave me passport size ones by accident. So i have now sent it off again. The issue is that i am due to go to Dominican Republic for 7 days on 20th April and i am not sure if my new card will arrive in time. My question is, can i still go with my old card if the new one does not arrive in time, and secondly if i do go, can i come back into canada after the trip, and will i be penalised or have my permanent residency revoked for leaving the country without a valid permanent residency card. I am a UK citizen so we are automatically allowed 6 months in Canada but i am not sure if this counts as i am now a permanent resident of canada. Please help as i am panicking

Unfortunately you would need to apply for a PRTD whilst out of the country which given you are only away for 7 days would be unlikely to get processed in time. Only alternative without a valid card is the US land border where although CBSA might moan about having an expired card, as a PR you are entitled to enter.

Unless you have not met the residency obligation no need to worry about your PR status on coming back just won’t be able to board a plane back with an expired card hence land border or PRTD.

having a UK passport not really any help given that assumes you could apply for an ETA to facilitate boarding a plane which given you are a PR is not an option

If your card is expired, you can't use it for travel. You will have to apply for a Travel Document to come back to Canada via commercial carrier or cross the USA/Canada border.

Your UK passport will require an eTA, which you will not be able to get, as you are not eligible.

Your PR status is not at risk.

What's the use of repeating your story since Oct 2017? The longer you wait, the higher chance of getting reported. When the card expired, then you might not have any chances entering Canada. Just try and you might get lucky without being reported.

You wee lucky to get a trv for you child basically to the end of your PR card. Many would have been denied especially when they realized your didn't meet RO. You will have to renew trv which unfortunately could cause someone to look into your family's RO status again. Since you will have to stay in Canada for 2 years before sponsoring your second child make sure to purchase travel insurance for that child if you return to Canada since he will not have coverage for 2.5-3 years.
