leaving Quebec after PR

i know Quebec CSQ immigrants sign a paper for the intention to reside in Quebec. i applied for CSQ from outside canada and when i landed i did not stay in Quebec. will this affect when i apply for citizenship or PR renewel?

Under Canadian constitution you are free to live anywhere you like

By simply signing intention to live in Quebec does not mean you can not move
