This question is for my sister. She did 4 years of university in Canada, got granted a 3-year-PGWP in early 2020. Due to COVID and a family emergency, she has been out of Canada for 1.5 years. She attempted to come back in Sep 2020 but got refused to board the flight due to travel restrictions Canada imposed back then. They said since she had an open work permit, her travel is considered non-essential. If she's planning to come back again, could she be able to enter Canada? I heard that she needs a valid job offer to enter, however, getting a job offer in Canada while overseas seems to be impossible.
Extra information: I'm a PR, not sure if this is useful for her situation.
