Dear members,

I went thought the forum threads and found that leaving Canada before receiving the PR cards is fine and has not legal obligations. However, my aunt in Canada has informed me that she got some news from her friends there that the immigration people are more strict now comparable to the past and it is now allowable to leave before the PR cards.

just wanted to know if this is correct or just people saying with no official announcement.
 
No - this isn't true. You are free to leave before you receive your PR card.

However if you are from a non-visa exempt country, you will need either your PR card or a travel document to return.

I think CIC can't curtail your right to travel out, but can restrict you coming back.

that is what I meant, how difficult are they going to restrict my coming back?
i am going to stay for 2 weeks and it is difficult for me to stay until i get the PR.

You either get someone to receive the PR and then send it to you by courier or you apply for a temporary travel certificate from the local canadian embassy.

The problem isn't that CIC won't let you into Canada (if you make it to the border, they probably will, if you take all your documents). They require either a PR Card or a travel document because the airline won't let you board the plane otherwise.

Depending on where you are flying from, and if you have a US visa, you could fly to the US and drive across.
