Launch of immigration procedure quebec

Please I want to do immigration for Permanent Worker quebec. I have 2 question
1- Currently my passport is not available because the procedure takes time, and I would like to know if it is absolutely necessary for this part to launch my procedure or you ask for an advanced step.
2- Do you need a language test to open the procedure?
Thank you for your support this year there are only 5000 places and I want to be 1st not to lose a year still on the spot.
