Language test - AINP Skilled worker category

Hi good day i have some question?

1. Do I need a language test to apply to the Alberta Immigrant Nominee Program (AINP) under Skilled worker category?

2. After nominated should i need a language test to apply a permanent residence through the Citizenship and Immigration Canada (CIC)?
