Sorry to hear. Yes, you can land alone. She can too. If she lands within the allotted time, she will be a PR of Canada as long as she maintains residency obligations (2 years of every 5 rolling).
You can try contacting your consulate before she lands if you want to remove her and it may work.
He can try that but if she kicks up a stink and CIC finds out the relationship was over before he "landed", he will be looking at misrepresentation and his PR could be revoked.
If things are not going well and there are no intentions to be together(as evidenced by trying to 'land' without her), then the next step is to notify CIC of a change in his status BEFORE he "lands".
