Landing Without Childs Citizenship Certificate?

I am a Canadian, living in America with my American husband. We have a child, who is 2. We've applied for both his PR and her citizenship certificate, but are starting to worry that we will not get her certificate before our planned moving date. She has an american passport. Can we still go and land in Canada without the certificate? I do not think we qualify for urgent processing. I know she can come as a visitor but since my husband will be landing and we're all moving I don't want to appear that we're trying to commit fraud or anything.

Please help!

I don't believe you will appear to be committing fraud, but there may be questions about her status. I believe she can technically enter Canada with an American passport - dual US/Canadian citizens are the only exception to the rule that a Canadian needs a Canadian travel document to enter Canada.

Yes we have visited Canada 3 times with her American passport without issue, but those three times we had return travel booked as well.

Well, she's technically a Canadian so she doesn't need return travel. But she can't prove it. I would be prepared to show birth certificates and evidence of an application for citizenship certificate in case the border officers question. This is a complicated situation - technically, with impending travel, I do believe you would have qualified for urgent processing.

It is my understanding that you would need a reason for the travel other than "we really really want to go now rather than in 4 months" lol

When does your husband's COPR expire? That could have been a reason, as could signed contracts for moving services, etc. Theoretically. The worst that could have happened was that they would have said that your request didn't qualify for expedited processing, and you'd be where you are now ;)

We are still waiting on COPR (so this all may be moot! Just trying to plan as best we can and know our options). Not using moving services and do not have jobs there yet or a lease (living with family).
