Landing while accompanying family members are waiting for their visas and CoPR

Hi Everybody,

Here is a question. Can we land while our accompanying members are waiting for their visas and CoPR in home country? actually the document attached to CoPR says that we should wait until visa for family members is issued...

Is there any body went through the same stuff??
