I have my COPR and I need to officially land, but I am already a visitor in Canada (in Toronto). Should I go to the airport (Pearson) or would it be better to take more time and go to a border crossing (Lewiston, etc.)? Obviously the airport is closer but if it would be smoother I can plan a trip to the border. I don't really have anything to declare. I think this is called "flagpoling"?

The letter from the CIC and the website state: "If you already live in Canada... ...you can make an appointment at a Citizenship and Immigration (CIC) office near where you live in Canada. To do this, contact CIC’s Call Centre..." I gave up on this idea - when you call there is no option for this and if you don't select what is given it disconnects you!
 
You cannot land at an airport unless you are arriving on a flight from an international destination.

Yes - you can certainly flagpole as a US/Canada land border.

It can take close to two months to get an appointment to land at the visa office within Canada. The border is really your best bet.
