Has anyone landed in Montreal then went onto another province right away?

My husband will be landing in Montreal as it was easier travel wise for me to pick him up at the airport in MTL vs the 4 hour drive to Toronto. Of course, since we will be living in Ottawa, ON, he doesn't have a CSQ. I have heard conflicting information about whether he can land there or not. Does anyone know what happends if they refuse to land him there?

Thats an interesting bureucracy political question. anyone knows?
 
we discussed it before (search CSQ and landing, maybe u'll find); u can land in Montreal and u don't need CSQ since u won't reside in QC; other people have done it but don't know how it went; just explain them the situation and have some proof handy (the sponsor address, etc)...it would b good if u'll know a little French cuz some may tend to talk to u in French (but not all :) )

or you can pass in the line that says "bilingual agent" " by experience in Montreal airport most officers are bilingual

My husband landed in Montreal without a CSQ as we live in Vancouver. He just had to advise the CBSA officer of this by giving our permanent address. They didn't ask for further proof of this, I assume because the address he gave corresponded with the address for the sponsor (me) in their system. It was no problem.

We landed in Montreal , we flew to toronto after that . CSQ wasnt needed
