Sponsor and his wife were living in the Middle East when they originally applied for spousal sponsorship outside of Canada with the intention of moving back to Canada during the process. They moved back. CIC apparently never received updated address and that the couple had moved back to Canada. Just received an email saying landing documents are ready to be finalized and passports must be sent to Middle East embassy so visas can be issued, but couple is already here in Canada and were waiting for Confirmation of PR to be sent to their house.
Email says:
"Please inform our office immediately and disregard the following instructions. Since immigrant visas, once issued, cannot be extended or changed, we would need to make the required necessary adjustments to your application to take into account any change in your family composition before issuing the visa.
If there has been no change, please return a copy of this letter with the documents & information marked with a “X” in the list below within the next 30 days. Once we receive your documents it may take several weeks before we are able to issue your visas so please DO NOT make travel arrangements until you have received your visas. We will NOT expedite the issuance of your visas to conform to your travel arrangements.
(X) Height and eye colour for you and each of your family members (on a separate piece of paper).
(X) Your passport and those of your accompanying family members (not photocopies).
There must be at least two blank pages in your passport(s).
Permanent resident visas cannot be placed in Diplomatic, Official or Military passports.
( X) 2 passport photos on a white background for each member of your family.
If you are a citizen of a country that is exempt from obtaining a visa to visit Canada under Regulation 190 of the Immigration and Refugee Protection Act, you may send only a photocopy of your passport (all pages) and of the passport of your accompanying spouse and dependent children (all pages visa office].
Submitting your passport(s) in Canada (CPC-O)
If you and all the accompanying dependents on your application are currently in Canada and plan to be in Canada for at least three months, you may submit your passport(s) to the Case Processing Centre – Ottawa (“CPC-O”). You are required to send your passport(s) together along with a copy of this letter by mail or courier to the following address."
So apparently they can send passports to CPC-Ottawa, but only if they plan to be in Canada for 3 months. The couple travels to the USA once or twice a month to visit her parents there. What should they do in this situation? They emailed both CPC-Ottawa and Embassy in Middle East to tell them that they are in Canada but no response yet.
