Landing Before Permanent Resident Visa issued to Family members

Hi Guys,
I need help for my following Scenario:

- I applied for PR under CEC and my wife was included in my application. I live in canada and my wife lives in Pakistan
- We both got our passport Request. I got my passport with PR visa and COPR while my wifes passport is already send to ISLAMABAD VISA OFFICE and we are waiting for her passport to arrive back
- I was planning to do my landing but was confused because of following statement in the COPR package:

"If we gave informed you that the Permanent Resident visa for any of your accompanying family members will be issued by a different visa office, you cannot become a PR until that visa office has issued the Permanent Resident Visa to your family members. Please wait for the visa office to issue the Permanent Resident Visa to your family members before you go to a CIC office or port of entry to become PR"

Does this means I cannot do my landing before my wife gets her passport back with immigrant visa and COPR. Kindly advice me on this scenario. I urgently need to do landing as i need to travel within 2 months. Help will be really appreciated.

What does the word "Issued" means here. Does this mean getting an email from different visa office indicating I need to submit passport to this new visa office or does it mean until my wife gets her passport back with COPR

The reason i am so curious about this statement is because my friend had 100% same story as me and he was able to land before his wife got passport back. I am just confused how was he able to land. My friend informed me he was never asked anything by officer in relation to this
