I had just arrived at YEG and was waiting inside near entrance 10, the southernmost entrance on arrivals, which is as close as one can get before being able to meet someone whose first point of landing in Canada is in Edmonton, when I got a call on my mobile:
"This is Edmonton Immigration, we would like to speak with [the sponsor] about translation of the landing questions."
"This is [the sponsor], yes."
"You can repeat in her language over the phone what she is being advised of or asked? I am unable to complete the landing process without being satsified that she understands."
"I'm already at the airport. I can translate in person."
"I will come and get you."
"OK, I am standing in front of where passengers are exiting and I see a Canada Border Services door just to the left. I'll press on the disabled access button and go in there."
[I end call]
A minute or two later someone comes in the way I did saying I was supposed to wait by the door to the right of the main passenger exit into the public arrivals area. So we go back out and in through that other door.
I then see the about-to-be new Canadian permanent resident most of the way towards the baggage carousels. :)
Heading over there, I made a comment about how if she had landed at Vancouver or Toronto they would probably have an arrangement for these cases where the landing person does not speak English and was advised "our official languages are English and French."

Questions included declaration of funds over CAD$10K (or not), awareness of condition 51 (must live with sponsor for 2 years), and declaration of any dependents. She was asked to initial a "No" response. We acknowledged a denied temporary resident visa with respect to "refused admission to Canada" but it's possible that doesn't count anyway since we noted that since then she'd passed through Vancouver and Toronto airports without a Canadian visa en route to the U.S. under the "China Transit Program".

There didn't appear to be any interest in her luggage or paperwork concerning that aside from what what she indicated on the customs declaration card that everyone entering the country fills out.

Later, I accompanied her out to arrivals and we took the elevator at the end (southernmost point) of the terminal to departures level. We then went out the nearest entrance, entrance 30, to head to the parkade and find my car.

Next step is to get her a SIN number and take her to Catholic Social Services on 107 avenue to schedule an English test so she can be assessed and advised as to which LINC (Language Instruction for Newcomers to Canada) class she can choose.
