Landing and applying for SIN

Hello all,
Sorry if this question is already posted and answered. I searched and couldn't find a direct answer.

We got PR through CSQ program and our landing visas expire in June 2014. Our landing should be at Montreal as per COPR. We are currently in USA. We are expecting a baby in April and we cant move to Canada within June with the new born baby. So we have decided to move to Canada by end of Feb and have the baby delivery in Canada. As we are going to have a baby, my plan is to get a job offer in Quebec before moving. I am not willing to take the risk of being jobless when baby is on the way. So I have been trying to get a job in Quebec for the last few months but nothing has worked out.

Interestingly, the company where I work now has some clients in Quebec but no immediate openings. There are expecting a couple of openings around Sep 2014. My company has quite a few openings in Ontario and I have been offered a job in London, Ontario. So I have decided to take up this offer as of now and move to Quebec later in the year.

Now I have 2 options.

1) Land in Montreal, finish the formalities and move to London. We live close to Ontario border and it will a very long route to land in Montreal and then move to London

2) Land in London and explain the immigration authorities about my situation.


Could you please advise which option is better?


Also, when applying for SIN, does it have to be Quebec or can we apply for SIN in any state?

First, you need to land before your baby is born in any case because if you don't, you will have a different problem with your visa. However, you seem to have already decided to do that so that is good.

Second, as a Quebec applicant, it's not really kosher to move to Ontario right away after your landing. Immigration is currently not going after people who do this but who knows if they may in the future. You must in any case land in Quebec and give a Quebec address for your PR card. A SIN you can get anywhere but if they do decide to go after people in the future, it would look better for you if you got your SIN in Quebec. You can use the SIN anywhere in Canada but the SIN starts with a different number depending on where it was issued.

Third, if you move to Ontario right after your landing, you need to know that you will have a 3 month waiting period before you are covered under OHIP. Therefore, if you move in Feb. and you baby is born in April, unless you have some really good insurance in the US that will cover your childbirth in Canada for you, you will be paying for the delivery out of pocket and that can cost thousands of $, even if there are no complications.

Your options may include landing in Canada before the baby is born but going back to the US again and have the baby born there (if you have insurance the will cover it there) and stay until you are ready to move or you may land and stay in Quebec where they will not require a health care waiting period for pregnancy and delivery. However, if you do that, you should stay in Quebec for at least 6 months because eligibility for health care is based on staying in the province for 6 months a year and if you leave before then, they could accuse you of never having been eligible in the first place and retroactively cancel your coverage and make you pay back.
