I landed a FT job in nursing under a work permit but it is not a job that has undergone a LMIA. I have a pending PR nomination under EE for nursing. Can I use this new job to submit my application for PR since nursing is technically under USMCA/CUSMA as LMIA-exempt?

The EE website only speaks to LMIA designated jobs. Any clarity is greatly appreciated!

If you have pending PR through EE without job offer then you wait until PR. Just wait until you have PR. If you want to work under CUSMA then follow the steps with your employer for LMIA exemption so you can apply at port of entry. You will show your provincial license.

Are you asking about the additional points under EE for having a job offer? If so, those points are no longer awarded effective this week.
