Land at a different POE to final destination as in PR application

Hi first post on this Forum.
I have read the post on 'which POE to land at? can it be different to whats in our application' I tried to post a message there and messed up, sorry.
My question is where does this info come from ? is it official and up to date? Where can I find confirmation please . We want to fly into Calgary ( friends) and drive through to Kelowna, BC. (Our destination in the PR forms) . Can this be done?

The Immigration program is called "Federal Skilled workers". So as per name and the defination of CIC :-

"What does “federal skilled worker” mean?

Skilled workers are selected as permanent residents based on their education, work experience, knowledge of English and/or French, and other criteria that have been shown to help them become economically established in Canada.

The term “federal skilled worker” refers to the category under which skilled workers apply if they want to live in any Canadian province or territory except Quebec.

Skilled workers who want to live in Quebec apply under a separate category. The province of Quebec selects its own skilled workers and therefore applicants going to Quebec through that program are known as “Quebec-selected” skilled workers. "

I dont think there is somewhere specificiallally written about landing at different POE, Federal means work anywhere in Canada, so POE does not mean much.
