I have designation as Certified Public Accountant (CPA) from my Asian country (which issuer is not a designated body in Canada) - meaning it is not equally considered as CA,CGA and CMA here in Canada so to be in equal footing, I have to upgrade my license to Canadian registration/designation.
I have been looking for work and most of those that are matching my qualifications and background would require designation as CA,CGA or CMA. If I apply for lower level, my qualifications would not match or be over.
My Permanent Resident Visa application is in process from outland, however, I went here in Canada for Canadian spouse with Temp Res Visa and I have been trying to look for work. I have private and federal job site notifiers and I noticed that employers would prefer for me to have the work permit or Permanent Resident visa already. If the applicant has no permanent resident visa yet, normally they would require work permit but the work permit requires job offer. Even hiring firms explained this to me and some of them whom I talk personally seems to take my case as unusual explaining that they are not sure if the employers would be willing to go through LMO application if they give me job offer. One of the Immigration lawyers in our place said to me (because her office is faciliating the processing of work permit and LMOs in behalf of their clients) that they have not yet experienced processing LMO for their employer client.
When I checked the form of Application for Labour Market Opinion, there is a portion that state:
"Are there provincial/territorial/federal certification, licensing or registration requirements of the job? Please note: Citizenship and Immigration Canada will check to ensure the foreign worker holds the required certification, licensing or registration requirements when processing the work permit application."
I have enrolled myself with CMA for future designation and have started the program but it will be completed in 2013 and it will require 12 months practical finance related experience in Canada. However, I need to find job soon.
Questions:
1. Are there any instance that a foreign worker who is designated in other country was given a job offer and the employer was willing to go through application for LMO for accountants/finance job?
2. What does the LMO application form above mean, is it speaking of Canada designation or any country designation/license?
3. Any suggestions you know on my possible options for me to be able to work soon?
Can anyone give inputs, ideas, information, sharing of experience any other useful or relevant messages. I will highly appreciate.
