Kuwaiti PCC from Dubai

Friends,
i had worked in Kuwait from 1993-1997. i applied for kuwait pcc thru their consulate here in dubai on 22nd Nov 2009. The consulate staff told me it could take 1 to 3 months to get the same. He gave me a receipt for the same and noted my mobile nomber. I have sent my full application to CHC London on 30th nov without the kuwait pcc but kept a covering letter explaining the same with the receipt zerox.
Can anyone who has undergone same position explain the time frame. The guy at the consulate was not courteous at all. I had served at the US ARMY BASE in Kuwait. Is the delay due to it?

Hi All, Can I any one help us, I submitted an application for PCC from Kuwait along with fee to Kuwait consulate . Initially they told that PCC from Kuwait will be provided in 2 to 3 months. Now it’s more than 3 months still I didn’t a get a PCC from Kuwait. The consulate staff told that whenever they receive the PCC they will call us… but there is no timeframe.
