So this is her 3rd refusal and what did the GCMS notes say in the other refusals.
1. Where does she actually live and work?
2. Purpose of visit - this can mean travel history, funds, inappropriate program and VO doesn’t believe she is a genuine student (education and career advancment)
3. If she is married then she shows her own funds (or yours) not her mom’s.
4. What is the program, and you showed career advancement in Korea. Can the program be taken in Korea without spending her mom‘s life savings.

Any one has any ideas please ...we are afraid to reapply and get rejection for 4th time
The issue is that she works in Qatar but can’t return to work without a permit. She has high school so why does she need to come to Canada to take a hospitatlity program? How does it help her career in Korea where she has no ties? How much more money will she make in Korea after spending tens of thousands of dollars in Canada? And VO mentioned low funds. Can’t she take a hospitality program in Korea? Her profile really looks like she is not a genuine student and wants to immigrate to Canada.

1-she lives in Qatar and working as a cabin crew.
2-she completed only high school and we choosed hospitality and hotel managent program .
She is really maintain a good travel history .
3.but this will not affect her family ties ?

GCMS notes as below

https://linksharing.samsungcloud.com/cAt7lWzq9ANZ

Chose a bachelor degree in Canada instead of a diploma. Doesn't make sense for her to be traveling all the way to Canada just for a low value diploma.

Yes but i can sponsor her back to Qatar as i will stay there to support her financially .
We have a plan for her to open her own project back home based on that program of study and we have explained that in details .
Canada hospitality program is more valuable more than in korea .
Also her mum supported her financially even me .
So what do you think ?

Really smart note ...maybe this could be a reason but what do you think a bout the rejection reason of Current employment status and the limited employment prospects ?

What has changed in her application and SOP with each refusal? A home based project in what country? That does show career prospects. Honestly she should be looking a bachelor’s program and there are few in tourism/hotel management. And she would need to show even more funds.

Selecting a poor program of study further weakens her overall profile. There's really no way for her to address these two refusal reasons further. What she can fix is her planned studies in Canada. Right now this is very weak. If he instead picks a bachelor at a top university in Canada, that will make a lot more sense and may give her a chance for approval.

So is it ok to change to bachelor degree ?? The officer will not be suspicious ?

You will need to explain the change in the SOP. I think you have your work cut out for you given she already has three refusals.

You can try. She will need to figure out a program that builds on her career. She needs to get admission into a good, reputable, public university. University will be a lot more expensive so for a 4 year degree, she is looking at $70-100k.
