It is usually tough to obtain a short term visit visa (TRV) if the spouse lives in Canada already. As short term visit visas are for visiting, and if your spouse already lives here it is difficult to prove to the visa officer that you would go back and not want to just stay here.

Or are you saying you are not married yet.....but want to come to Canada on a trv and then get married?

That is a not a reasonable request from her family, assuming they are Canadian PR or Canadian Citizens. It would be much easier to travel to you for them then for your family to come to Canada. (making assumption on passports/PR they hold)

So you can try to apply for a temporary resident visa (trv/visit visa), you would have to prove that you have strong ties to your home country, you have the finances to support yourself, you are a genuine visitor who will go back to his country after the visit, and you have a good purpose to visit. Those are just some of the things you will have to prove to the office. So what ties could you prove that you would return to Dubai, what passport do hold? Do you work? Do you have property? Have you travelled to other visa requiring countries? What would you say is your reason to visit Canada?

You could also have her come to your country, get married and then try applying for a TRV after marriage and do a wedding in Canada. Hard part again is proving that you will go back. Also my recommendation is if you are going to do a wedding to do it with the normal traditions and customs of your country vs a court marriage. It will be easier for you to prove that your relationship is genuine when you apply for sponsorship if you cannot make it to Canada.

You could also get married in your country, wait for your spousal sponsorship to go through, then when you come to Canada have another ceremony here. In my opinion, this will be your most likely scenario. Unless you can answer my questions above and have a decent job, travel history, property etc.

We can also apply for family sponsership but it will take more time i think thats why we choosed the TRV for attending our marriage ceremony and apply for family immigration later on.but we have plan to make marriage documents here in Dubai so does it will give us benefit or not it will confuse the officer

You can try, often I have seen refusals based on status in current country, meaning since you have been in Dubai so long it will be hard for you to prove ties to Pakistan, showing property in Pakistan does not hold as much weight because you have already left that property for Dubai.

Here is what I think you should do, apply for a TRV, there is no harm in it. If refused it will not impact your spousal pr application. Get your fiancé to invite you. I wouldn't say in the application it is to get married, maybe to say you want to visit your girlfriend and her family and they want to show you Canada.

If you get refused then you have no choice, they must come to Dubai to do a wedding, a proper wedding as per your culture not just court. Then apply for spousal sponsorship. After she gets approved to be a sponsor try to go for another trv. If you get lucky you may be able to visit your wife after marriage. If that gets refused then you have no option but to wait.

Once you make it to Canada you can do another party for her Canadian friends and family .

But no harm in trying, apply for TRV and hope you get it. If not then they must come to you.
