Hi Kevin,
Can you get a copy of the email from the Singapore police stating it was mailed? Here is what I think you should do.. Take a copy of that email print it out and be sure its very clear. Write a letter to CIC stating that your wife's PCC from Singapore has been applied for and that you are just currently waiting for it to be received and that you will send it out as soon as you get it, also have on your letter for CIC to feel free to contact you if needed.. Print out the email that was received about the request as well.
Take your written explanation, the actual request from CIC for the PCC , and the email from Singapore Police and fax it all to Manila at
+63-2-843-1094 or +63-2 843-1096 or +63-2-857-9176 or +63-2-857-9177
It is important you do this as it is already past the 30days they gave you and Faxing is the fastest way.
Your explanation letter should contain your name your wife's name and also the application number begins normally with F0********* and your contact phone number in Canada as I am sure you are most likely looking after the application as much as possible.
One of those above numbers for faxing the Canadian Embassy in Manila should work. If one does not work try a different one.
After faxing if it makes you feel better you may also scan create PDF, upload those same documents to Manila by email using the "specific case portal system"
