just to be crystal clear - PR residency obligation question

became PR on 26 Feb 2006. Looking at the front of the card that said PR card expires March 17 2011, moved from US on March 13, 2009 believing that I was well under the March 17 date to fulfill 2 year min. stay limit out of 5 yrs. My understanding Now is that I should have moved on/before 26 Feb 2009.
- started working for a US HQ company here in Canada, and flew to NJ for a company meeting 7 days last year. (No longer with that company, looking for a job right now).
- made 6-7 half day car trips to Buffalo during past year and half

My current understanding based on reading answers to other posts in this forum is;
- As long as I apply for PR Renewal after 730 days stay is truly complete - I will get a renewal. (Lets say, I apply for PR renewal, only in June end),

1. Could you pls. confirm this is the case.
2. A family member is visiting USA on B1 visa and coming to US side of Niagara on Feb. 10, If I go by car to meet him on the US side, can there be any issues at the Canada border while re-entering. Again, this is something I'd like to do ( meet him) but can skip - I'll much rather not make this trip if there is risk of any Canada Border problems.
3. My daughter's health card expires on June 15th - Do we need PR card to renew it! If yes, then can I apply for Health card after applying for PR renewal, informing OHIP that PR card renewal is under process and they should re-issue the new healthcard! Will OHIP ask for actual newly renewed PR card or would some evidence like psotal mail receipt will be good enough!

Correct... 730 days within the last 5 years... that is the law.

From my experience, the probability that you will have problems is very low... I will put it at 1%. Some people on this forum will disagree.

You should be able to renew your health card without a PR.
