Why the July applicants have to be shocked when there is absolutely no information when the new law will be enforced... it might be enforced after July for example.

The government didn't say anything official about the cut off month or date. Nobody has a clue when exactly it will be enforced.

Do you have any idea, how many days legal notice they give, before applying any such new rule.

This government is like a group of spy agents with a lot of mystery about that cut off month and date. They might give a few days notice in advance or the notice might be on the actual cut off date.
Nobody have a clue what to expect from them. Everything about that cut off date is smoke and mirrors.

Best thing to do is follow the news as best you can, and as already suggested, be prepared to apply immediately if you reach the 1095 days of APP (actual physical presence) threshold before the revised residency provisions come into force.

As also said, we do not really know what the date will be.

There might be no advance notice at all (well, there is already advance notice of what the new requirements will be and that they will come into force sometime this year . . . just no notice as to the specific date it will happen).

Some of us, me in particular, anticipate at least a few days notice.

Most bets as to the date are for July 1 (most), June 1 (many but less than those betting July 1; this is my bet, just a bet), May 1, August 1 (not many betting it will go that far), and June 19 (very long shot based on it being the one year anniversary of the date the SCCA was adopted into law). But it could literally be anytime now, most likely between May and August, quite likely in June or July.

So, all a person in your position can do is get as well prepared to make the application as possible and hope you reach that 1095 day threshold before it happens.

By the way, technically a person is eligible to apply with less than 1095 days APP so long as they have more than 1095 days basic residency. Odds of success for a shortfall (less than 1095 days APP) appear to be very poor, and it is my strong sense near zero for an applicant who is relying on credit for time in Canada prior to date PR was obtained (date of landing). That said, I anticipate scores of PRs to rush to apply this year despite having a shortfall, given that they will have to wait another full year (some even longer) once the revised provisions take effect, and the CIC website fails to adequately convey the hurdles the shortfall applicant will almost certainly face (including a substantial probability of facing a Citizenship Judge who will only apply the 1095 days APP test).

Here is an option for much more reliable source of information for the people really interested about the real cut off date and month if its known and intentionally kept away from public.

...for whom the date is important, should write a brief request to their Member of Parliament:

This should be a request that the MP either:

-- advise them when (more specifically than "in approximately a year") the government will in fact make the revised provisions in the SCCA in force, or

-- if the MP will ask the government, during the Parliament's Question & Answer Period, why it has not made the coming-into-force date public given the impact it will have on many thousands of PRs who are just now becoming eligible for a grant of citizenship

Including, in the request to the MP, a succinct statement about why the coming-into-force date is personally important might be a good idea. Keep it brief. Do not entangle this request with advocacy for changing the law (such as, for example, to give credit for time in Canada on a work permit).
