I am about to start my canadian journey.

Let me breakdown my inquiry.

1. I am married, looking to take IELTS but my expired passport bears my maiden name, Can I renew my passport with my maiden name and go ahead with booking the test, the immigration officer told me it will take a long time to get a name change for my new passport plus the other hurdles i have to jump.

2. I have been working for my dad for over 3 years, but the company closed last year due to his health challenges.
Can his lawyer write me a letter of reference and have it notarized since my Dad was my boss.

Then you will still need lots of evidence about this job. Your dad writing the letter and getting it notorized will help, but so would a letter from another employee. You'll need evidence the company ever existed so was the company ever leggally registered?

Yes the company was legally registered.

You need a valid passport to take the IELTS. Changing or not changing your name is a personal choice and not essential. If you have indeed changed your name and all your documents have your new name except the passport then you are better off getting a passport with the new name from the start.

All my documents are in my maiden name but i have officially done the name change.
I will go ahead and get a new passport in my new name.

Ok what I am providing other than the letter is the chamber of commerce records (they will provide something with the start and end of out registartion with them and remarks about company closure), a letter from our outsourced accountant, our past freight bills (we were a distributer) and some invoices of customers, tax certificates and other stuff (like our office rental agreement, our company storage rental agreemnets, web archive records of our website etc (ok maybe most of these are unnecessary and ridiculous but hey I am trying to prove we existed)... you should be fine....
