Job Reference Letter - Unresponsive Employer

I've been trying to reach the HR of my previous company requesting for a job letter. However, they have not responded to any of my emails. I've done multiple follow-ups. Additionally, my previous supervisors are no longer employed there so I wouldn't be able to ask them.

I actually have a job letter that they presented me before but the details lack from what is needed by CIC. Can I use this instead and explain in my LOE?

What are the details that are lacking? You must also attach appointment letter, pay slips, appraisal letter if any, to compensate for the information that's lacking.
