Can I legally move to Canada from the U.S. without a job offer? Would I be able to use the 6 months visitor Visa to apply for jobs inside Quebec? I'm hoping to have a job offer before I move, but if that falls through then would this be an acceptable backup plan? I'm planing on settling in Montreal.

No, you can't just move to Canada.
You can visit, and while you're visiting, you could apply for jobs, but the odds of getting a job as a foreign national are low. Also, you can't just get a job and start working - you would need an LMIA or fall under an LMIA exempt category. If you are a US citizen, you may be able to more easily get a job since NAFTA rules help with this, but it all depends on what kind of job you get.
Have you looked into how to immigrate or are you under the impression that you can simply get a job and move here immediately?
Canada has various immigration pathways, and it's usually not hard for skilled professionals to immigrate, but it all depends on your background, citizenship, skills, etc.
