Do we get additional 50 points if a Job offer is in a different NOC than the work permit and primary NOC in the express entry? My PR job offer is in 2173 but NOC in the closed work permit( LIMA exempt) and primary occupation in express entry profile is 2174

Your question is a little bit confusing. If you want to claim the 50 points for a job offer that is related to an LMIA exempt closed work permit, then you need to work on that work permit and for that employer for a year in Canada before you can claim the 50 points. So the NOC on your work permit and the NOC on the job offer would be the same.

sorry for the confusion, I have completed one year on a closed work permit (2174). I got promoted and the company is going to file a new work permit with NOC 2173. So the PR job offer they can give is with NOC 2173

If it's an LMIA-exempt work permit, then to the best of my knowledge you need to work on the new work permit for a full year before you can claim the 50 points. You might want to check with a lawyer. This isn't a straight forward question.
