Job offer from Quebac

Hi,
I am in India and I know one employer in Quebec Montreal, he is my friend and citizen of Canada. He is ready to send me job offer so I can improve my CARS scopre but dont know the procedure so can any one help me with this and let me know the procedure which my friend has to follow to give me job offer letter
