Is it true that once I get provincial nomination I have the right to work and my job offer doesn't have to be LMIA?

You can simply Google processing times for each PNP program or look at it on their website. Each province has various immigration streams. Some timelines are generic for all streams (like Nova Scotia) while Saskatchewan can be longer than a year.

No you do not get a right to work after a provincial nomination. What you MAY get, depending on the stream, is a work permit support letter in lieu of an LMIA. With that, you can apply for a work permit, which itself usually takes 6-10 months to process these days.
