Hello readers,

Imagine that a tech company was established in Europe 4+ years ago. It has been doing well and is now expanding into Canada. So, they opened an office in BC a few weeks ago. They find a possible foreign worker for one of the technical sales jobs (NOC B). This worker already has an Express Entry profile and several years of continuous work experience related to the job offered.
Questions:
1. Will this job be considered LMIA exempt since it is on the List of 29 Eligible Occupations for the BC PNP Tech Pilot?
2. Is it required that the tech company be established in Canada for at least 1 year for the job offer to be eligible for points for Express Entry?

1. I can't help with this question. I'm sure someone else will comment.
2. If the job is LMIA exempt, then you will not be able to immediately count this as a job offer to get additional points for Express Entry. You will need to move to Canada and work for the company for a full year in Canada before you will be eligible to count this as a job offer under Express Entry.

Being on the list means qualifying for the Tech Pilot. You must still establish a PNP profile and score enough points to receive an ITA. The PNP nomination comes with a work permit support letter.
But this is not a Job Offer for EE purposes. You need to work for the employer, on an LMIA-exempt WP for a year, as Scylla noted.
