Job Bank invitation

Can anyone clarify for me one thing please... lately I started receiving emails from job bank: “An employer invites you to apply for a job”
How legit are these invitations? I am outside canada, with valid express entry profile... I applied dozens of times for jobs in Job Bank, got only one or two responses that they are not hiring from abroad... so how legit are these invitations from employers? Anyone has experience?
