Hey!

So I've submitted an offline application on the 9th of July. I've passed my medicals. But I've applied with the conditional offer letter. I hadn't received the firm offer till a few days back and I didn't want to delay the process. Should I let it be or send it to them? (The VAC in Bangalore, India, is processing the application)

I don't think you should have applied without the full offer letter but now you should send it to them via WebForm but it seems they have a habit of not reading the webforms at all, so its difficult to say how it will turn out for you.

Also VACs don't process applications they just take your papers and send them to the visa office, maybe ask them if they can accept additional docs I don't know if they do this unless it was requested by visa office.
