Its November, should I proceed for canada express entry with PNP Nova Scotia ?

Dear All !

I am very new to this forum and thanks all who are contributing to the forum and throwing lights on other dark points(doubt).

I want to start process for canada immigration in express entry. My file is almost complete with all formalities. I have to apply now.

My doubt is that should I apply now as its november might be rule change in 2016-2017. My plan is to apply in express entry with PNP Nova Scotia.

Nova Scotia Demand Express Entry program started in Jan 1st 2015 with 350 available space . Right now they are looking at March 1st week applicants and latest issued nomination number is between 240 and 250 out of 350.
