ITA not received yet

Hi guys,
In the recent CEC draw:
Draw date: January 18, 2023
CRS score cut off: 490
Tie-breaking rule: November 24, 2022 21:14:59 UTC
I qualified the criteria but haven’t received an ITA yet, any thoughts on why this is the case?
FYI: My score is 490 and I applied in March 2022.
