Yes its true
Think of it this way in very simple terms
If you want to come to Canada you need to have education, work experience etc so that you can pass the point system. Also approx $10,000/per person to bring with you for initial settlement.
On the job front its a different story, there are people who graduated from Canadian universities with Canadian work experience and Canadian connections father/uncle/friend/peers etc. Having said that Canada and Canadians in general aren't risk takers. Which basically means they rather take their own then someone from outside regardless of credentials. Therefore your experience and education will only get you through the Canadian border legally
Canada is very risk averse. This can be a good thing and a bad thing.
Good because at a time of world crisis, Canada is doing pretty well cause its economy is rock solid.
Bad because growth is really slow, government policies, taxation, stupid rules and regulations don't allow people to achieve their full potential monetarily.
Its not easy for immigrants, they are fighting an uphill battle. Canadians are also extremely conservative mindset in business and politics, to give you an example multiculturalism is celebrated but its not applied practially, how many people of color have we seen as CEOs of Canadian corporation. There is racism but not openly, for example if you have good qualifications and apply for a job they'll say "Sorry sir, you are over qualified for this position". Whatever the hell that means. So please be prepared for racism and discrimination.
How has Canadian foreign policies shaped the development of Canada and Canadians abroad, how come not many people know about Canada's contribution in the world. How come Canada has not taken a stand when is comes to leadership and innovation? Is Canada a true reflection of the diversity of people we have here?
To take an example how many Canadian billionaires are there in the world. There are many Asian, American and European. So it really depends what you want to be in life.
Don't get me wrong its an excellent place if you know what you want and your wants are very limited/minimal and you dont want to rise very fast up the corporate/political/social ladder.
