Issuing a job offer

Hi guys,
I'm an owner of a small painting company in BC.
My brother have been trying to come to Canada for years, he just falls short when it comes to having a job offer or a nomination.
He gets around 350 point of the express entry scale.
He's an electrical engineer by the way.

My question here is: can I give him a job offer so that he can come and join me in canada?

its not bogus, he has great experience in the construction world and if he comes her and joins me his expertise would enlarge the company significantly.
how do i go about this?

You will have difficulty hiring a family member. It is seen as circumventing the immigration process. That is what you are doing and what others have done so that's why it is rarely approved.
