issue of Birth Certificate

Hello all.
We have applied for SINP Saskectwan pnp program and now they are asking for the birth certificate. Which is very difficult to get.
An affidavit we have already sent. What to do? Anyone in the same board? We have only 30 days.

My application was returned saying birth certificate are missing

Though I sent certificate of birth from indian consulate issued.

Is it okay if we provide Non-Availability certificate from the corporation itself?
